CERTIFICATE GLOSSARY
What Each Bhoomika Document Means
Legal definitions for auditors and inspectors encountering Bhoomika compliance certificates.
WDC
Waste Disposal Certificate
A monthly compliance document issued by Bhoomika to each contracted establishment. It certifies total organic waste tonnage collected, 100% landfill diversion rate, and proof of delivery to a licensed Bio-CNG processing plant. Issued per pickup contract — not a public registry entry. Valid for UPPCB audit binders, PMC inspections, and SEBI BRSR disclosure.
EBWGR
Extended Bulk Waste Generator Responsibility
A statutory obligation under SWM Rules 2026 (Rule 24) requiring Bulk Waste Generators (BWGs) to document and prove that all organic waste was handed to an authorised transporter and processed at a certified facility. Bhoomika generates EBWGR-compliant records for each client per pickup. These records constitute the legal paper trail required during CPCB and UPPCB enforcement visits.
Form IV
CPCB Annual Return
The mandatory annual online return that every registered Bulk Waste Generator (BWG) must file on the CPCB SWM portal before June 30 each year, declaring waste generation volumes, disposal methods, transporter details, and EBWGR compliance status. Non-filing attracts show-cause notices and fines under the Environment (Protection) Act, 1986. Bhoomika provides full filing support — compiling records and assisting with portal submission.
UPPCB Auth.
Authorised Transporter Certificate
A state-level authorisation issued by the Uttar Pradesh Pollution Control Board (UPPCB) under Rule 15 of SWM Rules 2026, permitting a logistics entity to transport commercial organic waste. Only UPPCB-authorised transporters may legally haul BWG waste. Bhoomika's UPPCB authorisation application is currently filed and under processing.
BWG
Bulk Waste Generator
Any establishment that generates ≥100 kg/day of waste, has a floor area of ≥20,000 sq.m, or consumes ≥40,000 litres/day of water. BWGs are required under SWM Rules 2026 to independently arrange compliant 4-stream segregation and disposal of their organic wet waste through authorized agencies, and to obtain EBWGR certificates. Standard municipal collection is designed for residential and small generators, not large commercial BWGs. Hotels, hospitals, mandis, tech parks, and large canteens typically qualify.
